It has also been the home of institutionalized populations: orphans, smallpox victims, patients with mental illness. Thom Sokoloski, a Canadian artist, hopes to pay homage to that history of confinement and isolation with a public art exhibition, "The Encampment," on view on the southern tip of the island, from Oct. 5 to 7, as part of Open House New York, the annual urban design and architecture event.
